How Long Can You Drive in the Netherlands on a US License?
185 days. The Dutch vehicle authority RDW lets you drive on a valid US license for your first 185 days in the Netherlands. US licenses can't be swapped for a Dutch rijbewijs, so most DAFT holders take the 2026 CBR theory exam (€50.50) and practical exam (€143.50).

There is one exception, the 30% ruling (the Dutch expat tax scheme). It only works for people on a Dutch payroll, and that's rarely true of a DAFT entrepreneur. So for most readers, the real question isn't "can I swap my license?" but "can I fit a Dutch driving exam into the first six months?" You usually can, if you start early.
When Does the 185-Day Clock Start?
Count from the day you arrive. That's the safe reading. The RDW's English page says the 185 days run from when you relocated. Several expat guides, including IamExpat and DutchReview, count from the day you register with your gemeente (municipality). The official page we read doesn't mention registration at all.
The gap matters for DAFT holders more than most, because registration comes a few steps after landing. You mail Form 7524 to the IND, wait for your V-number letter, attend biometrics to get the residence sticker, and only then register with the gemeente for your BSN. Those weeks could fall inside or outside your 185 days depending on which reading is right. Nobody wants to test that question at a roadside check, so plan as if the clock started when your plane touched down at Schiphol.

Can You Exchange a US Driver's License for a Dutch One?
Not in the normal way. The RDW's exchange page says plainly that a license from America can't be exchanged. None of the 50 states is on the Dutch exchange list, and no state-by-state exceptions are listed for US licenses.
The regular exchange route is only for licenses from EU and EFTA countries or from countries the Netherlands has an agreement with. For licenses from agreement countries outside the EU and EFTA, you must also have lived for 185 days in the issuing country during the year the license was issued. A US license doesn't get past the first condition.
That leaves two routes:

Why Doesn't the 30% Ruling Exchange Usually Work on a DAFT Visa?
The ruling requires a job. The Belastingdienst says the expat scheme is only for people in paid employment who were recruited from outside the Netherlands. Being self-employed doesn't count. A DAFT holder running an eenmanszaak (sole proprietorship, the typical ZZP setup) has no employer, so there's no 30% ruling to show the gemeente.
The RDW says a 30% ruling holder can exchange a license from any country, US states included. You just need the tax authority's decision on the ruling. For DAFT entrepreneurs there are two ways that could apply:
A BV that pays you a salary. A Dutch BV (private limited company) can employ its director-shareholder, which can create the employment relationship the ruling needs. A spouse with a Dutch job. Once the DAFT family permit is granted, a spouse gains the right to work in regular employment for a Dutch employer. The first IND sticker only allows self-employment. If the spouse is recruited from abroad and gets the 30% ruling, the household may be able to use the exchange too. Exterus (a 30% ruling service) reports that a partner, and children of Dutch legal age, living at the same address can exchange under the ruling holder's decision, and DutchReview also says a partner who moved with the ruling holder gets the same benefit. One more condition: the ruling has to be valid when you apply. Once it ends, the exchange route goes with it.
Here's the honest reframe. Most DAFT holders take the exam route, so you're not missing a shortcut everyone else gets. You're doing what nearly every American who moves here for their own business does. Plenty of them say it made them better drivers in a country where a bike can appear from any direction.
How Much Does a Dutch Driving License Cost in 2026?
Official fees are small. Lessons are the real budget. The CBR raised its 2026 fees by an average of 3.6%, in line with inflation:

If you already drive, lessons are an estimate rather than a fixed number. DutchReview puts experienced drivers at a minimum of about 10 hours, with many needing 20 or more. First-time Dutch learners need about 36 lessons (HaalTheorie) to 43 hours (DutchReview). For an American with years behind the wheel, a realistic 2026 budget is about €750 to €1,800: one attempt at each exam, 10 to 20 hours of lessons, and the gemeente fee. Add €143.50 for each practical retake.
Retakes do happen. For the practical car exam (B), just under half of candidates pass: HaalTheorie puts the 2025 national average for first attempts at 49.6%, and the trade magazine Rij-instructie headlined its report on CBR's 2025 annual report with a pass rate below 50%. For the theory exam, wegrijden.nl puts the 2024 pass rate for cars at 39.7%. Years of US driving help, but the exam is about driving the Dutch way. Dutch roads effectively have a third lane of traffic made of bicycles, and it has firm opinions about who goes first. Lessons are where you learn to share the road with it.
How Do You Get a Dutch License Within 185 Days?
Start the theory in your first weeks and book lessons as soon as you're registered. Here's the usual order.
Before you leave the US
- Keep your US license valid. The RDW only accepts a valid foreign license during the 185 days. If your state license expires during that time, renew it through your state DMV before you fly. Rules for renewing from abroad vary a lot by state.
- Consider an International Driving Permit. The RDW advises getting one if your license doesn't use the European category letters A, B, C, D and E. Most US state licenses use their own class system. AAA charges $20 for the permit in person and asks for two photos in the US 2×2 inch size. That's correct here because AAA is a US issuer, but your Dutch immigration documents use 35×45mm visa-compliant photos, NOT the US 2×2 inch size.
- Get Dutch theory material in English. The theory exam has its own vocabulary, and some Dutch words may appear untranslated even in the English version.
Your first two months
- Register with your gemeente once your IND sticker is in your passport, following the standard DAFT sequence.
- Book the theory exam in English through Mijn CBR. The exam-prep site HaalTheorie puts the 2026 price at €57 (the €50.50 Dutch fee plus a €6.50 surcharge) and says English is offered at all CBR theory locations. Confirm the language option for your exam center when you book.
- Choose a driving school (rijschool) that teaches in English. The school typically requests your practical exam with the CBR, and slots aren't always immediate, so don't wait.
Months three to six
- Take lessons focused on what's different. Tell the school how long you've driven in the US so it can plan the hours around what's new to you.
- Sit the practical exam. Sources disagree on the language. IamExpat says it can be taken in any language with an interpreter, while a reader comment on DutchReview describes it as Dutch-only with a little English from the examiner. Ask your rijschool what the CBR allows at your exam center.
- Collect your rijbewijs at the gemeente once you pass.
If day 185 arrives first, stop driving until you have the Dutch license. After that date, your US license no longer covers you in the Netherlands.
Do You Actually Need a Car in the Netherlands?
Many DAFT households find they need one less than they expected. That makes the 185 days much less stressful. Dutch towns are built around bikes and trains, with separated bike lanes, train stations close to town centers, and daily errands within riding distance for many homes. School runs often happen on two wheels, frequently with the kids pedaling themselves.
The specific delight is what that does to an ordinary day. Your commute might be a twelve-minute ride past a canal, and nobody spends Saturday morning in a drive-through line. Plenty of American families rent a car for weekend trips to the coast or the Veluwe and skip owning one for their first year.
