Do Americans Need to Exchange a US Driver's License in Portugal?

Usually not. Since 1 August 2022, Decreto-Lei n.º 46/2022 lets Portugal residents keep driving on a valid US licence if they are under 60 and it was issued or last renewed within 15 years. It covers Portugal only. An optional exchange (troca) at IMT costs €30, no driving test.

If you have read three other answers to this question and got three different ones, you are not imagining it. Most of the internet still describes the rules from before 2022, the US Embassy page describes the exchange process, and a few guides mix the two. What Does Decreto-Lei 46/2022 Actually Allow?

It lets you drive in Portugal on your US licence after you become a resident, without exchanging it, as long as every condition below holds. The rule covers OECD and CPLP countries that signed the 1949 Geneva or 1968 Vienna road traffic conventions or have a bilateral agreement with Portugal. IMT and gov.pt both list the United States by name, with no split by state.

The honest reframe for anyone dreading "starting over like a 16-year-old": nobody in Portugal is going to put you back in a driving school. Even if you exchange, IMT says holders from these countries are exempt from exams for the categories they already hold (dispensados da submissão a provas de exame). Your 20 years on American highways count.

That is a nice thing to know on your first Saturday drive out of Lisbon toward the Alentejo coast, windows down, lunch plans vague. The only exam left is parallel parking on a cobbled hill, and nobody grades that one.

Why Do So Many Guides Still Say You Have 90 Days?

Because that was the rule, and for some licences it still is. Article 125 of the Código da Estrada (Portugal's Highway Code) sets up two clocks for foreign licences:

IMT counts these deadlines from the day you obtained your residence permit (autorização de residência), not from the day you landed. The US Embassy in Lisbon's current licence page still describes this framework in its exchange guidance. That is why so many forum threads say "90 days, then two years, then a test".

Decreto-Lei 46/2022 sits on top of that. IMT's own OECD page states that driving with these licences "passará a ser permitida... mesmo após os condutores obterem a residência" (becomes permitted even after the driver obtains residence). For a US driver under 60 with a qualifying licence, the 90-day exchange deadline no longer forces a troca.

Where sources genuinely disagree: some 2026 relocation guides say exchange without a test depends on which US state issued your licence. We found no support for that on IMT or gov.pt, which name the United States as a whole. Official sources also do not clearly say which deadline applies once a US licence stops qualifying (you turn 60, or it passes 15 years). The rule could be the old 90-day/2-year clock counted from your residence date, or something else, and IMT does not spell it out. The conservative path is to exchange before either limit arrives, and well inside two years of getting your residence permit.

When Should an American Exchange Anyway?

For many people the answer is "eventually, on your own schedule". The DL 46/2022 permission is useful, but it is narrow.

That EU point is the specific delight hiding in the paperwork. A Portuguese licence means that a spur-of-the-moment drive over the border to Galicia for a long lunch is legally the same as driving to the next town. Summer holidays become a map with no customs posts on it.

What Documents Does IMT Ask For?

IMT's list for OECD licence exchanges is short. The one document that trips Americans up has to come from the US.

Certificado de autenticidade do título de condução A certificate of authenticity from the issuing authority. For Americans the US Embassy says this is an abstract of driving record from the DMV in your last US state of residence. IMT also accepts a certificate issued by a consular service; Portuguese consulates in the US issue a Driver's License Authenticity Certificate by mail (the Newark consulate requires you to be registered with it first)
Apostille on that abstract Requested from your state's designated authority, usually the Secretary of State
Atestado médico (electronic medical certificate) Issued by a doctor in Portugal and sent to IMT electronically. IMT's process starts with this step

According to the US Embassy, the abstract must confirm four things: that your licence is authentic, its issue and expiry dates, the vehicle classes it covers, and any suspension or revocation. A quick online printout may not show all of that. Ask your DMV for an official certified record that does, and get it apostilled before you fly, while you still have a US mailing address to receive it. How Does the Exchange Work, Step by Step?

The process is mostly online, with one in-person visit. Here it is mapped to your move.

Before you leave the US

  1. Order a certified driving record abstract from your last state of residence.
  2. Get it apostilled by that state.
  3. Renew your US licence if it is close to expiry or approaching 15 years since issue or renewal.

After you receive your Portuguese residence permit

  1. See a doctor for the electronic atestado médico; the doctor transmits it to IMT.
  2. Submit the exchange request through IMT Online ("A Minha Carta de Condução") with your documents.
  3. Wait for IMT to contact you with an appointment.
  4. At the counter, hand over your original US licence and give biometric data (photo and signature).
  5. Pay the fee and receive a guia provisória, a temporary document that lets you drive while the card is produced. IMT's official pages do not say exactly when the fee is paid; one applicant guide reports that IMT emails the payment details after you submit online.

The IMT fee is the small line item. Budget separately for the medical certificate and for your state's abstract and apostille fees, which vary by state.

What Happens at 60 and Beyond?

Once you hold a Portuguese licence, it follows Portuguese renewal (revalidação) rules, and those add medical checks with age. Under IMT's schedule for category B licences issued from 30 July 2016, renewals run every 15 years until 60. From 60 they require an electronic medical certificate at 60, 65 and 70, then every two years.

IMT's renewal fee is €30, reduced to €15 from age 70. For retirees on a Portugal D7 visa, this is one reason many people consider exchanging in their 50s rather than waiting for 60. You get the Portuguese card while your US licence still qualifies, and then you are simply on the Portuguese calendar like your neighbours.

Official sources do not clearly state the deadline once those conditions lapse, so exchanging before 60, and within 2 years of your residence permit, is the cautious approach.

Can I drive in Spain or France on my US license if I live in Portugal?

The DL 46/2022 permission is valid only in Portugal, so it does not help you elsewhere in the EU. Exchanging for a Portuguese licence gives you an EU licence you can use across member states. Check the host country's rules for driving on a US licence before any trip.
