Can You Claim Zorgtoeslag on a DAFT Visa?

Yes. The IND states that applying for zorgtoeslag, huurtoeslag, kinderopvangtoeslag or kindgebonden budget does not end your residence, DAFT permits included. The benefits that can put a permit at risk are bijstand and Bbz 2004. In 2026, zorgtoeslag pays single people up to €129 a month.

Most Americans read that and assume there's a catch. The Dutch system draws a clean line: toeslagen are allowances attached to specific costs (health insurance, rent, childcare), while uitkeringen uit algemene middelen are income-replacement benefits. The IND cares about the second group, not the first.

The real risk for a DAFT entrepreneur isn't losing the permit. It's getting a repayment letter a year later because your freelance income beat your estimate. Both are covered below.

What does the IND actually say about benefits and your residence permit?

The IND publishes two lists on its page "Benefits from public funds" (last updated 21 August 2025). Toeslagen are on the safe list. Social assistance, including the scheme built for struggling self-employed people, is on the other.

The IND also notes its list of risky benefits "is not complete": benefits from public funds under other laws can end residence too.

Pay attention to Bbz. It's the scheme a Dutch accountant or gemeente might mention if your business has a rough year, and it sits squarely on the list that matters for immigration. For a DAFT holder, whose whole permit rests on running a viable business, that's the one to talk through with an immigration lawyer before anyone fills in a form.

So yes, the Dutch government will help pay your health insurance premium while you hold an entrepreneur's permit. No, it's not a trick question.

Who qualifies for zorgtoeslag in 2026?

You qualify if you're 18 or older, hold a Dutch basic health insurance policy and a valid residence permit, and stay under the 2026 income and asset limits. These figures come from Dienst Toeslagen, the part of the Belastingdienst that runs allowances.

The maximum is paid at the lowest incomes and shrinks as income rises. Dienst Toeslagen says the amount doesn't depend on the premium you pay, so choosing a cheaper insurer doesn't cut your zorgtoeslag.

Expat insurance doesn't count. Dienst Toeslagen says any basisverzekering from a Dutch insurer qualifies. The expat policy many DAFT applicants use to bridge the first weeks, before their BSN arrives, isn't a basisverzekering, so zorgtoeslag starts to matter only once you've moved onto Dutch basic cover. If your permit is still pending. The rule is a valid residence permit. Dienst Toeslagen explicitly lets you claim when your partner is waiting on an IND decision, but it doesn't spell out the case where you, the main applicant, are the one waiting. If that's you, ask Dienst Toeslagen how your start month is handled before you apply.

Before the permit expires. Dienst Toeslagen reminds allowance recipients to apply for an extension in good time so they keep their entitlement. The initial DAFT permit runs 2 years and the renewal 5, so put the expiry date somewhere you'll see it.

What that looks like in practice: you pick your own basic policy, and if your income is modest, a contribution toward it arrives from Dienst Toeslagen. It's the same amount whichever insurer you choose, and it has nothing to do with who employs you.

How does a freelance income estimate turn into a repayment?

Every toeslag is paid as an advance (voorschot) based on the income you estimate for the year. After you file your Dutch income tax return, Dienst Toeslagen sends a final calculation (definitieve berekening). If your real income was higher than your estimate, you pay back the difference.

The income that counts is your toetsingsinkomen. If you file a Dutch return, that equals the verzamelinkomen on your final Dutch income tax assessment. Your US Form 1040 plays no part here. Here's how that plays out for a single ZZP'er:

If you can't repay in one go, Dienst Toeslagen offers a standard payment arrangement of up to 24 months. If that would leave too little to live on, it can look at a personal arrangement.

Three habits keep this boring:

  • Estimate on the high side. A slightly smaller advance now beats a four-figure letter next year.
  • Re-estimate when income moves. Dienst Toeslagen asks you to update your estimate as soon as your income changes during the year. One new retainer client counts.
  • Report foreign income. Dienst Toeslagen asks every year for income from abroad. Its example is working for a foreign employer.

Here's the honest reframe: a repayment isn't a fine. It's the advance squaring up with reality. Freelancers whose income swings simply get more of those corrections, and updating mid-year is how you keep them small.

Do your US savings and brokerage accounts count toward the asset limit?

Yes. For toeslagen, vermogen is the value of what you own minus your debts, and Dienst Toeslagen says savings, shares and a holiday home count whether they're in the Netherlands or abroad. The home you live in and your car don't count.

In practice, the Schwab or Fidelity brokerage account you kept open is part of the test, and so is the emergency fund in your US checking account. Assets are measured on 1 January of the benefit year. For the zorgtoeslag limit that's 1 January 2026.

Two things the Dienst Toeslagen pages we checked don't address: how US retirement accounts such as a 401(k) or IRA are treated, and whether the €4,500 you keep in your Dutch business account for the DAFT counts toward your personal assets. Can you get huurtoeslag or kinderopvangtoeslag on a DAFT permit?

Both are on the IND's safe list, and both have practical conditions that matter more than immigration status.

Huurtoeslag (rent allowance)

Your rental has to be independent housing: its own lockable front door, kitchen and toilet, and since 1 March 2024 its own shower or bath. The income limit depends on your rent, your age and your household, so there isn't one headline figure. Use the Dienst Toeslagen proefberekening (trial calculation).

That asset limit is far lower than zorgtoeslag's, and one US brokerage account can clear it. Many DAFT arrivals also start in furnished or shared housing that won't qualify. Our DAFT housing guide covers the rental market.

Kinderopvangtoeslag (childcare allowance)

If you have a toeslagpartner, you both generally need to be working (there are exceptions for study, integration courses and back-to-work programmes). Running your own business as a ZZP'er or freelancer counts as work. The childcare must be listed in the Landelijk Register Kinderopvang (LRK), both partners need a valid residence permit, and your child needs a BSN.

The allowance covers up to 230 hours per child for each month in which you (and your partner) work. In 2026, households with a combined toetsingsinkomen up to €56,412 get 96% of the covered hourly rate reimbursed. The percentage falls gradually above that. Apply no later than 3 months after childcare starts.

Picture it: a toddler at a registered daycare three days a week, with most of the bill covered, while both parents work. That is an ordinary Dutch arrangement, not a perk.

What about kinderbijslag?

Kinderbijslag (child benefit) is run by the Sociale Verzekeringsbank (SVB), not Dienst Toeslagen. It's paid every quarter, after the quarter ends. The amount depends on your child's age (it rises at 6 and again at 12) and where your child lives. When you move to the Netherlands with children, you give their details to the SVB yourself.

The IND's list doesn't name kinderbijslag either way. Its safe list names kindgebonden budget, the separate income-linked child allowance from Dienst Toeslagen. Several expat guides describe kinderbijslag as safe for residence, but since the IND page doesn't say so directly, confirm with the SVB or IND if it matters for your planning.

Where does this fit with your DAFT renewal?

Toeslagen don't end your residence, but they don't replace the business either. At the 2-year renewal, the IND looks at whether your business is real and earning, including an income requirement tied to the Dutch statutory minimum and updated twice a year. A sensible order of operations looks like this:

  1. After arrival: register at the gemeente for your BSN, move from expat cover to a Dutch basisverzekering, and get DigiD so you can log in to Mijn toeslagen.
  2. When you apply: estimate your 2026 toetsingsinkomen conservatively and add up your worldwide assets as of 1 January.
  3. During the year: update your estimate in Mijn toeslagen whenever your income changes.
  4. After your Dutch tax return: expect the definitieve berekening, and budget for a possible adjustment.
  5. Before your permit expires: apply for the extension on time so your entitlement continues.

What is the zorgtoeslag income limit in 2026?

€40,857 per year for a single person and €51,142 combined with a toeslagpartner. Assets on 1 January 2026 can't exceed €146,011 single or €184,633 combined. The maximum allowance is €129 per month single or €246 per month for couples.

Can I get zorgtoeslag with expat health insurance?

No. Zorgtoeslag requires a Dutch basisverzekering from a Dutch insurer. Expat policies used to bridge the first weeks after arrival don't qualify, so the allowance applies once you've moved onto Dutch basic cover.

Do I have to pay zorgtoeslag back if my freelance income goes up?

Possibly. Toeslagen are advances based on your estimate, and after your Dutch tax return, Dienst Toeslagen recalculates using your actual toetsingsinkomen. A single person who ends up above €40,857 has no entitlement for that year and repays what they received (up to €1,548 at the €129 maximum), with a standard payment arrangement of up to 24 months.

Do US bank and brokerage accounts count for toeslagen?

Yes. Vermogen includes savings and shares in the Netherlands or abroad, minus debts, measured on 1 January. Your own home and car don't count. Treatment of US retirement accounts isn't spelled out on the Dienst Toeslagen pages, so check with a cross-border tax adviser.

Can a DAFT family get kinderopvangtoeslag?

Yes, if both partners work (ZZP work counts), the childcare is listed in the LRK, both partners hold valid residence permits and the child has a BSN. In 2026 the covered maximum is €11.23 per hour for dagopvang, up to 230 hours per child for each month you work, with 96% reimbursed for combined incomes up to €56,412, and you must apply within 3 months of childcare starting.

Is Bbz safe for a struggling DAFT business?

The IND lists Bbz 2004, the assistance scheme for self-employed people, among the benefits that can affect residence. Speak to an immigration lawyer before applying for Bbz or bijstand on a DAFT permit.
